Pactum Construction Services is a certified Minority Business Enterprise that has been providing construction consulting, construction management, carpentry self-performance and general contracting services for construction projects for over 10 years.  Shawn Perkins established Pactum in 2015 to respond to an observed lack of small minority firms in the local construction marketplace.  Since that time, Pactum has become one of the leading construction service providers within its target demographic and geographic locations.  Our stellar reputation has garnered us the privilege of working with companies such as Lennar Urban, St. Joseph Health System, MacFarlane Partners, Imani Village, MR Properties, San Francisco Housing Development Corporation, Salesforce, Swinerton, Cahill Contractors, Build Group, Kitchell CEM, and AIG.

 

Since 2017 Pactum has been certified as a Micro Local Business Enterprise and as a Minority Business Enterprise by the City of San Francisco.  Pactum is also certified as a Minority Business Enterprise by the City of Chicago and the National Supplier Development Council.

Pactum is registered for Public Works by the Department of Industrial Relations (PWC Registration Number 1000365991).

  • General Trades Contractor, Hunters Point Shipyard Block 52; 77 units.  Responsible for subcontracting and management of the following trade packages: Waterproofing, Sheet Metal Flashing and Trim, Standing Seam Metal Wall and Roof Panels, High Pressure Laminate Wall Panels (Trespa) Self Performance, Surface Bonded Thin Brick Veneer, Finish Carpentry Self Performance, Linear Metal Ceilings, Exterior Joint Sealants, and Overhead Coiling Doors.

 

Construction Consultant to ALL Construction Group 2012-2014; 2019-2025

  • Management and Oversight including estimating, bidding, buyout, procurement, GMP, and project management of the Imani Village Senior Residences, Phase 1 in Chicago, IL.  Project consists of the new construction of a design build 5 story, 70 unit residential building and a single story amenity building and site improvements.  

 

  • Management and Oversight including estimating, bidding, buyout, procurement, GMP, and project management of the Pope School Conversion in Chicago, IL.  Project consisted of the renovation of a 3 story structural clay tile arch school building from a gutted condition into office space for the Chicago Housing Authority.

 

  • Management and Oversight including estimating, bidding, buyout, procurement, GMP, and project management of the Roy’s Furniture Store in Chicago, IL.  Project consists of the new construction of a design build 2 story, load bearing masonry retail building and site improvements.
